On a city development level sewers were laid, streets were built and street lighting was installed. One of Pasadena’s largest tourist attractions was also born during this time. It started off as a mid-winter festival with flower bedecked horses and carriages and is today known as the Tournament of Roses Parade. The educational and cultural side of Pasadena flourished and the Throop Polytechnic Institute was established, today known as the California Institute of Technology.
